You still can force the outlook to connect and the hyperlink " Click here to view more If you go to taskbar-icon of Outlook on the right and right click it while holding CTRL -> Connection status. Probably, when all accounts were added as "accounts" - Outlook was trying to retrieve the data from server and stuck on those two user4 and user5 and could not do further with showing the hyperlink. Probably user1 has go just the simple permissions for the user4 and user5 accounts and couldn't use them as he did with the user2 and user3 account - which granted the user1 probably with delegate access. The solution was, to add the user4 and user5 as mailboxes into the user1-ost data file.
My mistake was, I have all them added as accounts and each of them had an ost-data. Say there is user1 and he has permissions for user2,3,4 and 5 accounts. My tip: check the permissions and accessibility for every mailbox and account. A customer of mine was facing same issue too.
